i can't seem to get 23.5 ... anyone got an explanation?

23.7 is a bit misleading to me... the given solution seems to suggest that the $30 per acre tax is on going and not just a one time deal?

If you are still looking for the answer to 23.5, I think they did this by assuming the $36 is paid at the beginning of the year, rather than the end.  Then with three years at 20% and payments of $36, the present value is $91.
